New Exchange Subsidy, Medicaid Expansion and Premium Tax Credit Regulations Released

The Obama administration put out three proposed rules (comprising 409 pages) on Friday that will be critical to the establishment of health insurance exchanges. 

Two of the rules came from the Department of Health and Human Services (HHS):

The first rule (139 pages) outlines exchange eligibility and employer standards.

The second rule (203 pages) addresses the Medicaid eligibility increase and the proposed enrollment system.

The IRS also released a proposed rule (67 pages) that provides guidance on premium subsidies for coverage obtained through exchanges.

Comments on all three rules will be accepted until Oct. 26.
